The Multifamily Storm Damage Inspection Checklist Every Property Manager Needs

The rain stopped. Now what?
A heavy storm — especially an El Niño event — doesn't announce the damage it caused. Water moves silently through walls, under membranes, and into structural framing long before it shows up as a stain on a ceiling or a bubble in paint. The 24 to 48 hours after a significant rain event are the most important window for a multifamily storm damage inspection — catch problems before they compound.
This checklist is designed for property managers and owners who want to walk their properties systematically after a storm — not to replace a professional inspection, but to know what to look for, where to look, and what to flag for immediate attention.
Start Outside
The exterior is where water enters. Start here before going inside.
Roof and drainage. Walk the perimeter and look up. Are gutters still attached and draining? Any visible debris blocking downspouts? On flat-roof buildings, check whether water is ponding — standing water on a flat roof after rain has stopped indicates a drainage problem that will cause membrane failure over time.
Balconies and elevated decks. Look for standing water on deck surfaces. Water that sits on a balcony instead of draining off is finding its way into the substrate underneath. Check deck drains — they clog with debris during storms and are one of the most common causes of balcony water damage. Look for any new cracking or separation in deck coatings.
Exterior walls. Walk the full perimeter and look for new stucco cracks, especially horizontal ones or cracks at window and door corners. These are the most common entry points for water during heavy rain. Look for efflorescence — white mineral streaking on stucco or concrete — which indicates water has been moving through the material.
Windows and doors. Check all ground-floor and weather-facing windows and doors for signs of water infiltration — water staining at the sill, soft drywall below the window, or visible moisture at the frame. These often show up within hours of a storm.
Landscape and drainage. Is water draining away from the building foundation, or pooling against it? Soil that has settled toward the building over time can direct storm water into the foundation rather than away from it.
Move to Common Areas
Laundry rooms, mailrooms, and ground-floor common areas. These are the first interior spaces to show water infiltration from the foundation or from below-grade water movement. Look for wet floors, water staining on walls near the floor, and any musty smell that wasn't there before.
Parking structures and podium decks. If your property has a parking structure below occupied units, this is a critical inspection point. Look for new water stains on the ceiling of the parking level, active drips, and any efflorescence on concrete columns or walls. Water in a podium structure means it has already passed through the waterproofing membrane above and is now in contact with structural concrete.
Stairwells and hallways. Check the ceiling and upper wall areas of interior stairwells for water staining. These spaces sit below roof penetrations and mechanical equipment that are common leak points. Also check the base of exterior-facing stairwell walls.
Elevator pits. If your property has elevators, check whether the pit has taken on water. This is a life-safety and equipment issue that needs to be flagged immediately if found.
Check Occupied Units
You can't enter occupied units without proper notice, but you can do a quick exterior assessment and follow up with residents directly. Send a brief notice to all residents within 24 hours of a significant storm asking them to report any water intrusion, leaks, or unusual moisture. Residents often notice things — a wet windowsill, a dripping ceiling fan, a musty closet — that they wouldn't think to report otherwise.
For vacant units, do a full interior walk. Check under sinks, at window sills, along exterior walls, and at the ceiling perimeter. These are the areas where water shows up first in a unit.
What to Flag for Immediate Attention
Not everything you find requires an emergency response, but some things do. Flag the following for immediate follow-up:
Active water intrusion into any occupied unit. Water in an elevator pit. Visible structural damage — cracked or spalling concrete, soft or deflecting deck surfaces, any element that feels unstable underfoot. Standing water against the building foundation. Any balcony or elevated walkway element that shows signs of new structural movement.
Everything else should be documented, photographed, and prioritized for repair before the next rain event.
Why Documentation Matters After a Multifamily Storm Damage Inspection
This is the step most property managers skip, and it's the one that matters most if an insurance claim or legal issue arises later.
After every post-storm inspection, create a written record of what was observed, where, and when. Photograph every issue you find. Note what was pre-existing and what appears to be new. This documentation protects you, establishes a maintenance record, and gives a contractor the context they need to scope repairs accurately.
If you have SB 721 inspection reports on file, cross-reference your post-storm findings against the report. Water damage to elements that were flagged in an SB 721 inspection and not yet repaired creates significant liability exposure.
After the Inspection
A post-storm inspection is only useful if it leads to action. Triage what you found into three categories: immediate repairs, pre-season repairs before the next rain event, and deferred items that can wait for a planned capital improvement cycle.
The middle category is the most important one. Southern California's rainy season runs from roughly November through March, with the heaviest events typically occurring December through February. Any issue found after an early-season storm that isn't addressed before the next event is an issue that will get worse.
